The Agency for Health Care Administration (AHCA) has recently closed Eden Gardens, a Miami A.L.F., for deplorable living conditions. In an August 4, 2017 Emergency Suspension Order, the AHCA found widespread and deficient conduct on the part of the A.L.F. and its operators. The AHCA noted that the staff and administrators knowingly put in jeopardy the health of the residents, allowing them to be bitten by bedbugs, and permitting the infestation of cockroaches, insects, and rodents. Ironically, the A.L.F. is owned by Phillip Esformes, the Miami businessman who is awaiting trial for Medicare fraud related to the operation of Eden Gardens and other ALFs, and who has been accused of bribing an AHCA employee for inside information pertaining to AHCA surveys, and complaint investigations.
